LIEN (PUNJAB GOVERNMENT) — Lien means the title of a Government servant to hold substantively, either immediately or on the termination of a period or periods of absence, a permanent post, including a tenure post, to which he has been appointed substantively. A Government servant cannot be appointed substantively to a post on which another Government servant holds a lien. Unless in any case, it be otherwise provided in these rules, a Government servant on substantive appointment to any permanent post acquires a lien on that post and cases to hold any lien previously acquired on any other post.

I need guidence .i was selected as medical officer through ppsc.i served periphery and then selected as senior registrar on adhoc basis taken lien and join my next post.i was not aware of lien rule and when I contacted deptt for transfer they said that your lien was finished 3 months ago and you are terminated from your mo seat and the so fave me a letter of regret.need opinion that how come it is and if it is so then why deptt didn’t intimate me b4 hand .in

I need guidance. A person worked as Lecturer B-17 in a College on regular basis for 10 years. Then he was selected in a University as Asstt. Prof. B-19 on tenure track system and worked 6 years. This is not regular post and not pensionable. Period of lien is 3 years. Then he was again selected by PPSC as Prof. B-20 in a College on regular basis. Will period of 10 years as Lecturer be counted for pension purpose ?

AoA sir. What is the procedure of lien?? I am working on 14 scale in education department and have been permanent for 1 year. Now I got another call from federal government university. Can I avail lien to secure my job? kindly guide with procedure. Thanks for your kind response.

Sir please tell if a person rejoin his parental department post under lien period whether he can avail annual increment of absent period ( spent in higher post in other department) under lien. Punjab civil services rules are silent of rejoin earlier post. Kindly guide.
