If a employee of BS-12 (Regular) can apply for the post of BS-11 (Contract) what is policy about appointment from Regular post to Contract post and also what will be the pay (protected or not)?

Sir, I was working in BPS 14 on regular basics in Auqaf department. Later on, i applied through proper channel for the post of Bps14 on contract basics. After 3 years, my services are regularized in my new department in bps 14. Now tell me that my pay will be fixed on which stage. The detailnis as under
Pay on 31-1-2018 in bps14 on regular=15180+920 personal allowance
Pay on1-2-2018 in bps 14 on contract =?
Pay on 18-2-2021 in bps 14 after regularization=?
I m serving in punjab govt department
