APPOINTMENT BY PROMOTION (PUNJAB GOVERNMENT) — According to Section 8 of the Punjab Civil Servants Act, 1974, a civil servant shall be eligible to be considered for appointment by promotion to a post reserved for promotion in the service or cadre to which he belongs in a manner as may be prescribed; provided that he possesses the prescribed qualifications. Promotion including Proforma Promotion shall not be claimed by any civil servant as of right.

RATES OF FAMILY PENSION, MINIMUM FAMILY PENSION AND MINIMUM PENSION (PUNJAB GOVERNMENT) — According to Rule 4.4(1) of the Punjab Civil Services Pension Rules, no full pension (inclusive of increases in and indexation of pension sanctioned from time to time) shall be less than Rs.300/- per month and the family pension granted under clauses (a) and (b) of Sub-Rule (3) of Rule 4.6 of the Punjab Civil Services Pension Rules, shall not be less than Rs.150/- per month which was increased by the government of the Punjab from time to time.

I am a punjab gov. Employee. I have been promoted from b.s. 15 to 17 on officiating basis by dpc. After issuance of notification I refused promotion due to posting out of city. Whether I can be considered again for such promotion on availability of seat of grade 17 or otherwise. Kindly advise me under the rules.

AoA! Sir i has been promoted from Bs 16 to Bs 17 as time scale promotion.previously i was promoted in Bs 16 on officiating basis by DPC in 2011, Later i was promoted on regular basis in BS 16. The question is either officiating period shall be considered like regular period for the sake of Time Scale promotion. An early reply is requested please.
