Sir i am an employee of Lahore high court. My proforma promotion is pending. Registrar of High Court declined my presentation due to i was awarded a minor penalty in year 2015 (rule of high court policy that if an employee awarded minor penalty he will not be fit for promotion next 5 years) . there are many judgments of supreme court. even there are many judgments of Lahore high court. In Punjab Service rules there is no restriction about this. minor penalty could not hurdle in the way of regular promotion.
kindly tell me way next?

I was promoted as draftsman on current charge basis from 2008 t0 2016,but My Promotion case was not consider in DPC meeting 2010 & 2012. I filed apeal departdepartment reject that 20% promotion quota has already been exceed.
I appeal to Secratery Irrigation Department Lahore, higher authority direction I was promoted on 5.5.2018.
Now I appeal for Performa Promotion from 18.01.2010 due promotion of Draftsman the 20% Promotion quota post become vacant, they ask peroforma promotion case is not justified.
Please guide me.
