NOTIFICATIONS REGARDING APPOINTMENT OF CONTRACT EMPLOYEES ON REGULAR BASIS (PUNJAB GOVERNMENT) — The Government of the Punjab ordered to make appointment on Regular Basis, in relaxation of the relevant Service Rules, of the employees recruited on Contract Basis under the provisions of the Contract Appointment Policy, 2004. Upon regularization, the pay of contract employee appointed on pay scale, will be fixed at the initial of the respective pay scale and increment(s) so earned shall be converted into personal allowance.

CLARIFICATIONS OF PERSONAL ALLOWANCE (PUNJAB GOVERNMENT) — The increment(s) already earned during the contract appointment period shall be converted into personal allowance. Personal Allowance cannot be reduced and treated as a part of the pay scale of the concerned civil servant till such time he / she holds the post. Personal Allowance will not be admissible upon promotion, fresh appointment and retirement whereas upward mobility is a personal upgradation which is neither a promotion nor appointment to another cadre. Thus personal allowance will not be discontinued.

PROTECTION OF PAY / FIXATION OF PAY AND PAY OF THE HIGHER POST (PUNJAB GOVERNMENT) — Pay protection / fixation of pay of an employee of autonomous organization upon his / her appointment in Government of the Punjab through proper channel — Protection of pay of a civil servant from Federal Government or other provinces, if he applies through proper channel against any post under the Punjab Government. If a confirmed civil servant was appointed on contract basis between 02-08-2007 to 04-04-2013, pay will be protected afterwards, pay in such cases will not be protected. Similarly, if the contract employee was appointed to any other contract post between 02-08-2007 to 04-04-2013, his pay will be protected and after that his pay cannot be protected.
