ADHOC APPOINTMENTS (PUNJAB GOVERNMENT) — When a post is required to be filled, the Appointing Authority shall forward a requisition to the Selection Authority immediately after decision is taken to fill the post. After forwarding a requisition to the Selection Authority, the Appointing Authority may, if it considers necessary in the public interest, fill the post on adhoc basis for a period not exceeding one year pending nomination of a candidate by the selection authority.

LIEN (PUNJAB GOVERNMENT) — Lien means the title of a Government servant to hold substantively, either immediately or on the termination of a period or periods of absence, a permanent post, including a tenure post, to which he has been appointed substantively. A Government servant cannot be appointed substantively to a post on which another Government servant holds a lien. Unless in any case, it be otherwise provided in these rules, a Government servant on substantive appointment to any permanent post acquires a lien on that post and cases to hold any lien previously acquired on any other post.

THE BALOCHISTAN CIVIL SERVANTS ACT, 1974 — It applies to all civil servants wherever they may be. It shall be deemed to have come into force from the 12th March, 1974. Civil Servant means a person who is a member of a civil service of the Province of Balochistan or who holds a civil post in connection with the affairs of the Province. Every civil servant shall hold office during the pleasure of the Government of Balochistan. Every civil servant shall be liable to serve anywhere within or outside the Province of Balochistan in any post under the Federal Government, or any Provincial Government or local authority, or a corporation or body set up or established by any such Government.

APPOINTMENT ON ACTING CHARGE BASIS / CURRENT CHARGE BASIS (PUNJAB GOVERNMENT) — According to Rule 10-A of The Punjab Civil Servants (Appointment & Conditions of Service) Rules, 1974, the appointing authority may fill a post reserved for departmental promotion by appointing on acting-charge basis, the most senior civil servant of the cadre or service concerned, who possesses at least three fourth of the prescribed length of service or the experience for the post or both, as the case may be, and is otherwise eligible for promotion except for the prescribed length of service and the experience. APPOINTMENT ON CURRENT CHARGE BASIS — According to Rule 10-B of The Punjab Civil Servants (Appointment & Conditions of Service) Rules, 1974, Where a post is likely to remain vacant for a period of less than one year and the appointing authority does not consider it expedient to make an appointment on ad hoc basis, it may appoint the senior most civil servant, who in the opinion of the appointing authority, is eligible and suitable for promotion under the relevant rules, on current charge basis.

SINDH GOVERNMENT RULES OF BUSINESS, 1986 — Notwithstanding the provisions made in these rules, where in terms of any provision of the Constitution any function is to be performed or any orders have to be issued by the Governor in his discretion, the department concerned shall submit the case to the Governor through Chief Minister in the form of a self-contained, concise and objective Summary titled as SUMMARY FOR THE GOVERNOR stating the relevant facts and points for decision prepared on the same lines as those prescribed in these rules for a summary for the Cabinet except that only one copy will be required which may not be printed. This procedure will not, however, be applicable where the case is initiated by the Governor himself and decided in consultation with the Chief Minister.
