THE BALOCHISTAN CIVIL SERVANTS (SENIORITY) RULES, 2008 — They shall apply to all civil servants of Government of Balochistan.  Seniority means the seniority assigned to a civil servant in a seniority list caused by the Appointing Authority to be prepared in accordance to the provisions of Section 8 of the Balochistan Civil Servants Act, 1974 and these rules. The Appointing Authority or the Head of the Department/ Attached Department, as the case may be, after preparation of the Provisional Seniority List as provided hereinabove sub-rule (2) shall with his signatures and designation, issued the same in the forms mentioned in Schedule-I and circulate it amongst all the members of that particular service, cadre or post and call for objections of the aggrieved members and afforded thirty (30) days for filing objections, (if any) from the date of issuance of the Provisional Seniority List. The Seniority List once finalized and notified as provided in sub-rule (4) cannot be re-opened by the same issuing authority.

MANUAL OF SECRETARIAT INSTRUCTIONS, 2023 (Amended up to February, 2025), GOVERNMENT OF THE PUNJAB — They shall come into force at once and shall supersede all existing instructions and orders relating to office procedures not consistent with the provisions of this Manual. The Secretariat shall consist of the Departments included in First Schedule of the Rules of Business, 2011, and the distribution of business amongst the Departments shall be as indicated in Second Schedule of the said Rules.

THE BALOCHISTAN CIVIL SERVANTS (APPOINTMENT, PROMOTION AND TRANSFER) RULES, 2009 — Appointing Authority in relation to a post, means the person authorised under rule 4 to make appointment to that post. Departmental Promotion Committee means a Committee constituted for making selection for promotion to such posts under a Department or office of Government in basic pay scales 16 and below or equivalent. Departmental Selection Committee means a Committee constituted for the purpose of making selection for initial appointment to post under a Department or office of Government in basic pay scales 15 and below or equivalent. The method of appointment and the qualification and other conditions applicable to a post shall be as laid down by the Department concerned in consultation with the Services and General Administration Department [on the recommendations of the Service Rules Sub Committee or on the recommendations of the Service Rules Main Committee whenever the case referred by the Service Rules Sub Committee].

CONTRACT EMPLOYMENT POLICY – 2002 (GOVERNMENT OF KHYBER PAKHTUNKHWA) — The Contract Policy will be applicable to all initial recruitment posts in all Government Departments except the uniformed personnel in the Police and Prisons Departments and Judiciary, the ministerial staff such as Peons, Chowkidars, Drivers etc. would, however, be appointed on contact. Contract employees will not contribute to G.P. Fund and will not be entitled to pension, gratuity benefits. Contract appointments (BPS-1 to 10) will be made on the recommendations of Departmental Selection Committee (DSC) whereas contractual appointments from BPS-11 to 15 will made on the recommendations of NWFP Public Service Commission. Contract appointment in BPS-16 and above will be made through Public Service Commission.  Appointments will be made on the basis of existing Zonal allocation.

THE BALOCHISTAN GOVERNMENT RULES OF BUSINESS, 2012 — Business means all work done by the Government. Case means a particular matter under consideration and includes all papers relating to it and required to enable the matter to be disposed of, viz correspondence and notes and also, any previous papers on the subject or subjects covered by it or connected with it. Department means a self-contained administrative unit in the Secretariat shown in Column 2 of Schedule II, responsible for the conduct of business of Government in a distinct and specified sphere and declared as such by the Government. No order in respect of the emoluments, promotion or conditions of service of any officer employed in the Finance Department shall be passed and no expenditure proposal relating to that Department sanctioned without prior concurrence of the Services and General Administration Department. The Chief Secretary shall exercise, in respect of such matters, the functions of the Secretary Finance Department.
