THE PUNJAB LOCAL GOVERNMENT SERVICE (APPOINTMENT AND CONDITIONS OF SERVICE) RULES, 2018 –– There shall be a Service to be called as the Local Governments Service for the members but shall not include the employees of the Union Councils and District Authorities. The method of recruitment, minimum qualification, age limit and other matters shall be such as are given in the schedule. An initial recruitment to a post shall be made on the basis of examination or test and interview conducted by the Board or such other recruitment agency as approved by the Board, after advertisement of the vacancies in more than one daily national newspaper of wide circulation.

INITIAL APPOINTMENT TO CIVIL POSTS (RELAXATION OF UPPER AGE LIMIT) RULES, 1993 (AS AMENDED UPTO 24-10-2007) – GOVERNMENT OF PAKISTAN, CABINET SECRETARIAT, ESTABLISHMENT DIVISION – Where a candidate is entitled to age relaxation under more than one categories specified in the rules , he shall be allowed relaxation in age only in one category. The relaxation in upper age limit shall be over and above the relaxation of age admissible to candidates specified in the rules  or in any other rules for the time being in force.

THE SINDH CIVIL SERVANTS (PROBATION, CONFIRMATION AND SENIORITY) RULES, 1975 – A person appointed to a post by initial recruitment shall be on probation for two years and a person appointed otherwise may, if the Appointing Authority so directs, be on probation for one year. Confirmation of a civil servant shall be made in the order to seniority in a permanent post to which no other civil servant holds any lien. In each cadre in a department, there shall be a separate seniority list of a group of civil servants doing similar duties and performing similar functions and for whose appointment, same qualifications and experience have been laid down.

THE PUNJAB GOVERNMENT SERVANTS (CONDUCT) RULES, 1966 — These rules apply to all persons, whether on duty or on leave, within or without Punjab, serving in connection with the affairs of the Province of Punjab, including the employees of the Provincial Government deputed to serve (under the Central Government or) with a Statutory Corporation or with a non-Government employer. No Government servant shall encourage meetings to be held in his honour or presentation of addresses of which the main purpose is to praise him. No Government servant shall, except with the previous sanction of Government, ask for or accept or in any way participate in the raising of any subscription or other pecuniary assistance in pursuance of any object whatsoever.

BALOCHISTAN GOVERNMENT CIVIL POSTS RECRUITMENT POLICY, 1991 — The Government has decided that the quota reserved for Merit, Quetta City and Six Divisions of Balochistan i.e. Kalat, Zhob, Nasirabad, Mekran, Quetta and Sibi in respect of initial recruitment vacancies shall be allocated on the basic of population by rotation. Recruitment for the specialized jobs in technical and professional  institutions viz Judicial Officers under the High Court of Balochistan, Bolan Medical College Quetta, Engineering College Khuzdar and Agriculture College Quetta shall be made according to the zonal allocation provided that in case candidates fulfilling the prescribed academic qualifications and experience are not available from a particular Zone, recruitment to such posts shall be made on open Merit.

THE [KHYBER PAKHTUNKHWA], MOTOR VEHICLES RULES, 1969 (WEST PAKISTAN MOTOR VEHICLES RULES, 1969 —  Articulated vehicle means a motor vehicle to which a trailer is attached in such a manner that part of the trailer superimposed on and part of the weight of trailer is borne by the principle vehicle. Motor cycle rickshaw means a motor vehicle with three wheels, the unladen weight of which does not exceed 900 pounds avoirdupois, constructed, adapted or used for private purposes, other than for hire or reward, to carry not more than two persons excluding the driver. The registering authority shall be the Excise and Taxation Officer of the District [or any other officer of the Excise & Taxation Department not below the rank of Assistant Excise & Taxation Officer, as may be duly authorized by Government.] The appellate authority after giving an opportunity to the parties to be heard and after such further enquiry, if any, as it may deem necessary, may confirm, vary or set aside the order of the registering authority of the Motor Vehicles Examiner or the Court, as the case may be, and shall make an order accordingly.

THE SECRETARIAT INSTRUCTIONS, 2004 (FEDERAL GOVERNMENT) — Being instructions issued in pursuance of Rule 5(15) of the Rules of Business, 1973 for the disposal of business in the Federal Secretariat. They shall come into force with immediate effect and shall supersede all previous instructions and orders relating to office procedures not consistent with the provisions of these Instructions. The Secretary shall be the official head of the Ministry / Division and shall be responsible for its efficient administration and discipline. He shall also be responsible for the proper conduct of business allocated to the Division under Rule 3 of the Rules of Business and for the careful observance of these Instructions in his Division. The Secretary shall review the delegation of powers to various officers periodically to ensure maximum delegation of authority for disposal of cases at the initial and middle levels, with an appropriate reporting system to keep him fully informed. A Section Officer shall dispose of all cases where there are clear precedents, and no question of deviation from such precedents is involved or which under the rules or standing orders he is competent to dispose of. In case of doubt he may seek verbal instructions from his senior officer.

THE BALOCHISTAN EMPLOYEES’ EFFICIENCY AND DISCIPLINE ACT, 2011 — It shall apply to the employees in Government service. Absence from duty means unauthorized absence from duty without prior permission or sanction of leave by the competent authority under the Rules for the time being in force and applicable to the employee concerned. Charge means allegations framed against the accused pertaining to any act of omission and commission, under this Act. Inquiry Documents means the Order of Inquiry, Statement of Allegations, Show Cause Notice, Personal Hearing Notice, Inquiry Report or any other Letter, Order, Notification which forms part of the inquiry proceedings under this Act.
