THE BALOCHISTAN GOVERNMENT RULES OF BUSINESS, 2012 — Business means all work done by the Government. Case means a particular matter under consideration and includes all papers relating to it and required to enable the matter to be disposed of, viz correspondence and notes and also, any previous papers on the subject or subjects covered by it or connected with it. Department means a self-contained administrative unit in the Secretariat shown in Column 2 of Schedule II, responsible for the conduct of business of Government in a distinct and specified sphere and declared as such by the Government. No order in respect of the emoluments, promotion or conditions of service of any officer employed in the Finance Department shall be passed and no expenditure proposal relating to that Department sanctioned without prior concurrence of the Services and General Administration Department. The Chief Secretary shall exercise, in respect of such matters, the functions of the Secretary Finance Department.

ADHOC APPOINTMENTS (PUNJAB GOVERNMENT) — When a post is required to be filled, the Appointing Authority shall forward a requisition to the Selection Authority immediately after decision is taken to fill the post. After forwarding a requisition to the Selection Authority, the Appointing Authority may, if it considers necessary in the public interest, fill the post on adhoc basis for a period not exceeding one year pending nomination of a candidate by the selection authority.

LIEN (PUNJAB GOVERNMENT) — Lien means the title of a Government servant to hold substantively, either immediately or on the termination of a period or periods of absence, a permanent post, including a tenure post, to which he has been appointed substantively. A Government servant cannot be appointed substantively to a post on which another Government servant holds a lien. Unless in any case, it be otherwise provided in these rules, a Government servant on substantive appointment to any permanent post acquires a lien on that post and cases to hold any lien previously acquired on any other post.
