THE PUNJAB PROCUREMENT RULES, 2014 (AMENDED UP TO 30-04-2025) — They shall come into force at once. These rules shall apply to all public procurements made by all procuring agencies whether within or outside the Punjab. A procuring agency, while making any procurement, shall ensure that the procurement is made in a fair and transparent manner, the object of procurement brings value for money to the procuring agency and the procurement process is efficient and economical. A procuring agency shall, within one month from the commencement of a financial year, devise annual planning for all proposed procurements with the object of realistically determining the requirements of the procuring agency, within its available resources, delivery time or completion date and benefits that are likely to accrue to the procuring agency in future.

The immediate control of operation is in the hands of the Governor of West Pakistan and this authority (hereinafter called the West Pakistan government or Governments) exercises full financial control over the affairs of the department. The Chief Engineer is the head of the department in his charge and is responsible for the efficient working of his department. He is also the responsible professional adviser of Government in all matters relating to his charge or on which his advice may be desired. He is also required to bring clearly and faithfully before Government all subjects reserved for its decision for that of the Central Government.

THE CIVIL SERVANTS (SENIORITY) RULES, 1993 — They shall come into force at once. Persons initially appointed on the recommendations of the selection authority through an earlier open advertisement shall rank senior to those appointed through a subsequent open advertisement. If two or more persons are recommended in open advertisement by the selection authority their inter se seniority shall be determined in order of merit assigned by the selection authority. Seniority in a service, cadre or post to which a civil servant is promoted shall take effect from the date of regular promotion to that service, cadre or post. Seniority in a service, cadre or post to which a civil servant is appointed by transfer shall take effect from the date of regular appointment to the service, cadre or post.

THE KHYBER PAKHTUNKHWA DELEGATION OF FINANCIAL POWERS RULES, 2018 — The Delegation of Financial Powers Rules serves as the cornerstone to govern public expenditure management. These rules are deemed instrumental in fostering fiscal discipline, prudent financial management and good governance. More powers surely warrant more responsibility and accountability of those who are delegated with these powers. The role of the Principal Accounting Officers is of paramount significance towards this end. These shall come into force at once and shall apply throughout the Government of Khyber Pakhtunkhwa. Expressions used but not defined in these rules shall have the same meaning as assigned to them in the General Financial Rules. Administrative Department for the purpose of exercising powers under these rules, unless otherwise specified, shall mean the officers mentioned at serial #.1 of Part-I of the First Schedule to these rules. The nature and extent of powers delegated to officers of different categories in the First Schedule shall be as specified in the Second and Third Schedules to these rules.

THE REVISED LEAVE RULES, 1980 (GOVERNMENT OF PAKISTAN, MINISTRY OF FINANCE) — They shall apply to all civil servants other than those who were employed before the first day of July, 1978, and opted not to be governed by the Revision of Leave Rules issued under the Finance Division’s Office Memorandum No. F.1(2)-Rev.I/78, dated the 21st September, 1978. They shall come into force at once. All service rendered by a Civil servant qualifies him to earn leave in accordance with these rules but shall not be earned during the period of leave. Any period spent by a civil servant in Foreign Service qualifies him to earn leave provided that contribution towards leave salary is paid to the Government on account of such period. There shall be no maximum limit on the accumulation of such leave.

THE SINDH DELEGATION OF FINANCIAL POWERS AND FINANCIAL CONTROL RULES – 2019 — These rules shall apply to all Provincial Government Departments and offices of Government of Sindh. They shall come into force at once. “First Schedule”, “Second Schedule” and “Third Schedule” mean, the First, the Second and Third Schedules appended to these rules, respectively. “Financial Control” means the public financial management as described in the Third Schedule. “Financial sanction” means sanction of expenditure for the purposes specified in column 2 of the Second Schedule of these rules by the authorities mentioned in column 3 and to the extent specified in column 4 thereof. In other cases, where financial sanction is beyond the powers of sanctioning authorities or where it is not delegated to any authority “Financial Sanction” means sanction of expenditure accorded by Administrative Department after concurrence by the Finance Department.

THE RULES OF BUSINESS, 1973 (AS AMENDED UP TO 1st DECEMBER, 2021) CABINET SECRETARIAT (CABINET DIVISION) ISLAMABAD — Business means all work done by the Federal Government. The business of government shall be distributed among the Divisions in the manner indicated in Schedule II. Each Division shall consist of a Secretary to Government and of such other officials subordinate to him as the Government may determine. The Secretary shall be the official head of the Division and shall be responsible for its efficient administration and discipline and for the proper conduct of business assigned to the Division under rule 3 (3) and for the due execution of the sanctioned policy.

THE PUNJAB LOCAL GOVERNMENTS (PERFORMANCE EVALUATION REPORTS OF OFFICERS / OFFICIALS) RULES, 2018 — They shall extend to all Local Governments except the District Education Authorities and District Health Authorities in the Punjab. Report means Performance Evaluation Report of the officers and officials posted in the Local Government and servants of the Local Government, on the forms prescribed by the Government for civil servants. The instructions for the purpose of writing the Performance Evaluation Report forms issued by the Government from time to time shall be followed while writing the reports of officers and officials posted in a Local Government and the servants of a Local Government.

ALLOTMENT POLICY OF S&GAD, 1997, AMENDED UPTO 2018 (PUNJAB GOVERNMENT) — This policy will supersede all previous letters / instructions / policy governing the allotment of Government owned residential accommodation issued from time to time. Only the Government servants posted at the Principal Seat, Lahore High Court, Lahore, Punjab Civil Secretariat i.e. borne on the cadre strength of S&GAD and Provincial Assembly of Punjab, posted at Lahore, are eligible for allotment of Government owned accommodation. A Government servant who is transferred out of Lahore or out of the institutions referred above will lose his eligibility after expiry of the period for which he or his family can retain possession of the residential accommodation. In case of non-availability of Government accommodation for allotment, the employees of Punjab Civil Secretariat, borne at the cadre strength of S&GAD, shall be entitled for the facility of House Requisition as per their entitlement, after obtaining an eligibility certificate issued by the Estate Office, S&GAD through approval of the Additional Secretary (Welfare), S&GAD.
