JOINING TIME (PUNJAB GOVERNMENT) — Joining time may be granted to a Government Servant to enable him to join a new post to which he is appointed while on duty in his old post or to join a new post, to travel from the port of debarkation or, in the case of arrival by aircraft, from its first regular port in Pakistan and to organise his domestic establishment when he returns from leave out of Pakistan of more than four month’s duration in respect of Government Servants. Joining time, joining time pay and travelling allowance of Government servants appointed to posts under the Punjab Government on the results of a Competitive examination, which is open to both Government servants and others. No joining time is allowed in cases when a Government servant is transferred from one post to another in the same office establishment. A Government servant on transfer during a vacation may be permitted to take joining time at the end of the vacation.

THE PUNJAB GOVERNMENT SERVANTS (CONDUCT) RULES, 1966 — These rules apply to all persons, whether on duty or on leave, within or without Punjab, serving in connection with the affairs of the Province of Punjab, including the employees of the Provincial Government deputed to serve (under the Central Government or) with a Statutory Corporation or with a non-Government employer. No Government servant shall encourage meetings to be held in his honour or presentation of addresses of which the main purpose is to praise him. No Government servant shall, except with the previous sanction of Government, ask for or accept or in any way participate in the raising of any subscription or other pecuniary assistance in pursuance of any object whatsoever.

ELIGIBILITY FOR PENSION / FAMILY PENSION (PUNJAB GOVERNMENT) — Good conduct is an implied condition of every kind of pension. Except when the term pension is used in contradistinction to gratuity, pension includes gratuity. Full pension means the amount of ordinary pension admissible including commuted portion of the pension, if any. No pension may be granted to a Government servant dismissed or removed for misconduct, corruption, subversive activities or inefficiency, but, if he deserves special consideration he may be granted a compassionate allowance not exceeding 2/3rd of the pension which would have been admissible to him, had he retired on invalid pension.

THE SECRETARIAT INSTRUCTIONS, 2004 (FEDERAL GOVERNMENT) — Being instructions issued in pursuance of Rule 5(15) of the Rules of Business, 1973 for the disposal of business in the Federal Secretariat. They shall come into force with immediate effect and shall supersede all previous instructions and orders relating to office procedures not consistent with the provisions of these Instructions. The Secretary shall be the official head of the Ministry / Division and shall be responsible for its efficient administration and discipline. He shall also be responsible for the proper conduct of business allocated to the Division under Rule 3 of the Rules of Business and for the careful observance of these Instructions in his Division. The Secretary shall review the delegation of powers to various officers periodically to ensure maximum delegation of authority for disposal of cases at the initial and middle levels, with an appropriate reporting system to keep him fully informed. A Section Officer shall dispose of all cases where there are clear precedents, and no question of deviation from such precedents is involved or which under the rules or standing orders he is competent to dispose of. In case of doubt he may seek verbal instructions from his senior officer.

DETERMINATION OF SENIORITY (PUNJAB GOVERNMENT) — Seniority is determined in accordance with Section 7 of The Punjab Civil Servants Act, 1974 read with Rule 8 of the Punjab Civil Servants (Appointment & Conditions of Service) Rules, 1974. For proper administration of service or cadre, the Appointing Authority shall from time to time cause a Seniority List of the members of such (service or cadre) to be prepared. Subject to the provisions of sub-section (3) of The Punjab Civil Servants Act, 1974 the seniority of a Civil Servant in relation to other Civil Servants belonging to the same service or cadre whether serving in the same department or office or not, shall be determined in such manner as may be prescribed.

THE BALOCHISTAN EMPLOYEES’ EFFICIENCY AND DISCIPLINE ACT, 2011 — It shall apply to the employees in Government service. Absence from duty means unauthorized absence from duty without prior permission or sanction of leave by the competent authority under the Rules for the time being in force and applicable to the employee concerned. Charge means allegations framed against the accused pertaining to any act of omission and commission, under this Act. Inquiry Documents means the Order of Inquiry, Statement of Allegations, Show Cause Notice, Personal Hearing Notice, Inquiry Report or any other Letter, Order, Notification which forms part of the inquiry proceedings under this Act.

If there be any inconsistency between these instructions, on the one hand, and the rules of business or other statutory provisions on the other, the latter shall prevail.
