Upon regularization, the pay of contract employee appointed on pay scale, will be fixed at the initial of the respective pay scale and increment(s) so earned shall be converted into personal allowance.

PERSONAL ALLOWANCE WILL NOT BE ADMISSIBLE UPON PROMOTION, FRESH APPOINTMENT AND RETIREMENT WHEREAS UPWARD MOBILITY IS A PERSONAL UPGRADATION WHICH IS NEITHER A PROMOTION NOR APPOINTMENT TO ANOTHER CADRE. THUS PERSONAL ALLOWANCE WILL NOT BE DISCONTINUED.

PROTECTION OF PAY / FIXATION OF PAY AND PAY OF THE HIGHER POST (PUNJAB GOVERNMENT) — Pay protection / fixation of pay of an employee of autonomous organization upon his / her appointment in Government of the Punjab through proper channel — Protection of pay of a civil servant from Federal Government or other provinces, if he applies through proper channel against any post under the Punjab Government. If a confirmed civil servant was appointed on contract basis between 02-08-2007 to 04-04-2013, pay will be protected afterwards, pay in such cases will not be protected. Similarly, if the contract employee was appointed to any other contract post between 02-08-2007 to 04-04-2013, his pay will be protected and after that his pay cannot be protected.

FINANCIAL ASSISTANCE PACKAGE (PUNJAB GOVERNMENT) — Financial Assistance Package for the families of civil servants who dies while in service and subsequent clarifications for the convenience and guidance of all concerned. No limit for length of service for the deceased civil servant is prescribed for grant of financial assistance to his family who died while in service. Thus the family of the deceased civil servant will be entitled to financial assistance even the deceased had served for one day only. Families of civil servants who died on or before 09-11-2004 are not entitled to this benefit. Family of a civil servant cannot be refused such financial assistance simply on the grounds that financial position of the family is sound. Eligible for grant of financial assistance in case of death of a civil servant:-  Wife or wives in the case of a male civil servant.  Husband in case of a female civil servant.  Children of the civil servant.  Widow or widows and children of a deceased son of the civil servant.  Father of the civil servant.  Mother of the civil servant.  Eldest surviving brother below the age of 21 years.  Eldest surviving unmarried sister, if the eldest sister married or dies then the next eldest.  Eldest surviving widowed sister

MATERNITY / PATERNITY LEAVE (PUNJAB GOVERNMENT) — A female civil servant may, for the maximum period of ninety days, be granted maternity leave with full pay outside her leave account, at any time, immediately before or after the birth of a child and she shall not be required to provide fitness certificate for purposes of joining duties after such leave. Such leave may not be granted for more than three times in the entire service of a female civil servant except in the case of a female civil servant employed in a vacation department who may be granted maternity leave without this restriction. A male civil servant may, for a maximum period of seven days, be granted paternity leave on full pay outside his leave account on or immediately before the birth of his child, Provided that such leave shall be admissible only for two times during the entire service.

THE FACILITY OF ELECTRICITY, WATER AND SUIGAS AT THE RESIDENCES OF ALL THE ADMINISTRATIVE SECRETARIES AT GOVERNMENT EXPENSES WITH EFFECT FROM 1ST OCTOBER, 2007. THE SAID FACILITY IS NOT PAID IN CASH MODE RATHER THE ACTUAL AMOUNT OF BILLS IS REIMBURSED THROUGH THE DDO CONCERNED SUBJECT TO THE LIMIT OF RS.30,000/- PER MONTH AND THE AMOUNT BEYOND THIS LIMIT IS PAID BY THE ADMINISTRATIVE SECRETARY HIMSELF. TIME SCALE PERSONAL UP-GRADATION (PUNJAB GOVERNMENT) — One step of Time Scale Personal Up-gradation is admissible to officers / officials who have more than one steps of promotion subject to the condition that the posts in higher tier are equal to or less than 10% of posts in lower tier. Departmental Promotion Committee (DPC) / Provincial Selection Board (PSB) is not required for grant of Time Scale Personal Up-gradation. Those appointed on stagnant posts are entitled to 2-steps of Time Scale Personal Up-gradation and those promoted against such posts are entitled to one step of Time Scale Personal Up-gradation.
