COMPULSORY RETIREMENT (PUNJAB GOVERNMENT) – Retiring Pension is granted to a Government Servant, who not being eligible for Superannuation Pension, opts to retire after 25 years qualifying service or such less time as may for any special class of Government Servant be prescribed or is compulsorily retired, by the competent authority, after 20 years qualifying service. The pensionary benefits are not allowed to a Government Servant who is compulsory retired before completing a period of 20 years qualifying service.

WEST PAKISTAN GOVERNMENT SERVANTS (MEDICAL ATTENDANCE) RULES, 1959 AND NOTIFICATIONS ABOUT MEDICAL REIMBURSEMENT — A Government Servant can undergo medical treatment for reimbursement of medical charges from a Hospital. Hospital means a Government Hospital, a Government dispensary, a Government Dental Hospital, a hospital maintained by a local authority and any other hospital with which arrangements have been made by Government for the treatment of its employees. Parents of Government Servant are included in the family for the purpose of medical treatment if they are residing with and dependent on the Government Servant.

THE PUNJAB LOCAL GOVERNMENTS (AUCTIONING OF COLLECTION RIGHTS) RULES, 2016 — They shall come into force at once. Subject to sub-rule (2), a Local government may award contract, assign right to collect income on its behalf, to the contractor for the next or current financial year. A Local Government shall not award contract for granting right to collect income from water rate, building fee, tax on transfer of immovable property, conversion of land use fee, sanitation fee, licence fee and lighting rate; or the income from the demand raised against a specific person and the arrears of which are carried forward. The local government shall award the contract through the public auction; and issue a public notice, in at least two national daily newspaper one in Urdu and one in English, through the office of the Director General, Public Relations, Punjab minimum seven days prior to date of auction; or past a copy of the public notice at conspicuous place of the area and at notice board in the office of the local government; or announcement of auction by beat of drum and other local means.

PAY REVISION RULES (GOVERNMENT OF THE PUNJAB, FINANCE DEPARTMENT) — These Rules shall apply to all non-gazetted Government servants who are under the Rule making Authority of the Governor of the Punjab except work-charged establishment, establishments paid from contingencies and holders of the teaching posts of the Education Department whose Revised Pay Scales have been provided in Government of the Punjab Finance Department’s Notification No. F.D. (SRI)-10-7/70, Dated the 12th October, 1970 as amended from time to time, and holders of teaching posts of the schools run by the coal mines Labour Welfare Organization of the Labour Department provided in Government of the Punjab, Finance Department’s Notification No.F.D. (SRI) 10-6/71, Dated the 14th March, 1972.

THE PUNJAB CIVIL SERVICES PENSION RULES — These rules shall have effect from the 14th October 1955. Subject to the provisions of rule 1.5, unless in any case it be otherwise expressly provided these rules shall apply to all Government servants under the rule making control of the Government of the Punjab. These rules shall not apply to Government servants paid from contingencies or borne on Work-charged Establishment; Government servants engaged on contract which contains no stipulation for pension under these rules; any person for whose appointment and conditions of service, special provision is made by or under any law for the time being in force; any Government servant or class of Government servants who may be excluded by a competent authority from the application of these rules; any Government servant who holds a post which has been declared by a competent authority to be non-pensionable.

CIVIL SERVICE RULES (CSR) VOLUME – I (PUNJAB) — They shall come into force from the 1st April, 1941. These rules shall apply to all Government servants who are under the administrative control of the Punjab Government. Any rules, orders or instructions in respect of any terms and conditions of service of civil servants duly made or issued by an authority competent to make them and in force immediately before the commencement of this Act shall, in so far as such rules, orders or instructions are not inconsistent with the provisions of this Act, be deemed to be rules made under this Act. Services mean the Civil Services of the Province and include civil posts connected with the affairs of the Province.

THE PUNJAB GOVERNMENT RULES OF BUSINESS, 2011 — Business means the work done by the Government. Department means a self-contained administrative unit in the Secretariat responsible for the conduct of business of the Government in a distinct and specified sphere, and declared or constituted as such under the rules. Secretary means the Secretary or Acting Secretary to Government in-charge of a Department or part of a Department and includes the Chief Secretary, the Additional Chief Secretary, the Special Secretary and the Additional Secretary in-charge of a Department. A Department shall consist of a Minister, a Secretary and such other officials as the Government may determine, provided that the same person may be the Minister or the Secretary for more than one Department.

THE PUNJAB FINANCIAL RULES (PFR) VOLUME – I & II (AMENDED UPTO 29th NOVEMBER, 2019)— Every Government Servant is personally responsible for the money which passes through his hands and for the prompt record of receipts and payments in the relevant account as well as for the correctness of the account in every respect. The private cash or accounts of members of the office or department should not be mixed up with the public cash or accounts. All transactions involving the giving or taking of stores, other properties, rights, privileges and concessions which have money values should be brought to account in some suitable form as soon as they occur.

OPTION FOR RE-FIXATION OF PAY (PUNJAB GOVERNMENT) — If a civil servant before reaching the maximum of a Revised National Pay Scale is promoted to a higher pay scale between the 2nd June and the 30th November of a calendar year and his initial pay in the latter scale is fixed with reference to his pay in the former scale, he may, at his option get his pay re-fixed in the higher scale with effect from the 1st day of December of the year of his promotion with reference to his presumptive pay on that date in his Pre- Promotion Scale.
