PROFORMA PROMOTION POLICY (PUNJAB GOVERNMENT) — Proforma Promotion means predating of promotion of a civil servant with effect from the date of promotion of his junior for the purpose of payment of arrears and fixation of pay. It means that a civil servant who was entitled to be promoted from a particular date, but for no fault of his own, was wrongfully prevented from rendering service in the higher post, is entitled for Proforma Promotion and payment of arrears of pay / allowances and re-fixation of pay.

THE PUNJAB CIVIL SERVANTS (PERFORMANCE EVALUATION REPORTS) RULES, 2025 — They shall come into force at once. Adverse remarks means the negative observations specifically identifying the deficiencies in performance, integrity or conduct of a civil servant recorded in his PERs. Character Roll Dossier means a comprehensive record of a civil servant’s career history including PERs, special reports, certificates for non-reporting periods, disciplinary actions, letter of appreciation, adverse remarks and other relevant documents. PER means the Performance Evaluation Reports specifying the criteria to evaluate the performance, integrity and conduct of a civil servant.

THE PUNJAB DEFINED CONTRIBUTION PENSION SCHEME RULES, 2025, THE PUNJAB CIVIL SERVANTS (AMENDMENT) ORDINANCE, 2023 AND THE PUNJAB CIVIL SERVANTS (AMENDMENT) ACT, 2024 —- They shall come into force at once. This Scheme means the Defined Contribution Pension Scheme as specified in Section 18-A of the Act and the Rules and governed in accordance with the Voluntary Pension Scheme Rules, 2025 and the Non-Banking Finance Companies Regulations, 2008, in which both the employer and employee contribute, as per the First Schedule, to the employee’s pension account, opened with an Eligible Pension Fund Manager of the employee’s choice and such contributions are invested in an employer pension fund, as defined under the Voluntary Pension System Rules, 2005, either in a conventional fund or a Shariah complaint fund, as selected by the employees, until the employee attains retirement age, and the accumulated balance in the pension account at the time of retirement is withdrawn or invested further to generate monthly income during the post-retirement phase, subject to exceptions under the rules.

RECRUITMENT POLICY, 2022 FOR EDUCATORS (SCHOOL EDUCATION DEPARTMENT, GOVERNMENT OF THE PUNJAB) — One of the major objectives of the Government is to provide qualified teachers for the better education of students and also provide opportunities to unemployed qualified workforce. In this connection, School Education Department, Government of the Punjab is going to introduce this Recruitment Policy (herein after to be referred as the Policy) to recruit Educators on contract basis to improve quality of education and also to increase enrollment of school going children, their retention and to reduce dropouts. This Policy has repealed and replaced all the former Recruitment Policies issued by School Education Department, Govt, of the Punjab, Lahore. All vacancies left over in earlier recruitment policies shall be filled in under the Policy.
