THE REVISED LEAVE RULES, 1981 (PUNJAB GOVERNMENT) — They shall apply to all civil servants other than those who were employed before the first day of July, 1978, and opted not to be governed by the Revision of Leave Rules issued under the Finance Department’s Circular Letter No.FD.SR-III-1-85/78 dated 5th November, 1978. They shall come into force at once. All service rendered by a civil servant qualifies him to earn leave in accordance with these rules but shall not be earned during the period of leave. Any period spent by a civil servant in Foreign Service qualifies him to earn leave provided that contribution towards leave salary is paid to the Government on account of such period.

ANNUAL INCREMENT (PUNJAB GOVERNMENT) — The increment shall fall due on the 1st day of December, following the completion of at least six months service at a stage in the scale. An increment shall ordinarily be drawn as a matter of course unless it is withheld. An increment may be withheld from a Government servant by a Competent Authority, if his conduct has not been good or his work has not been satisfactory. In ordering the withholding of an increment, the withholding authority shall state the period for which it is withheld, and whether the postponement shall have the effect of postponing future increments.

DEPUTATION POLICY AND STANDARD TERMS & CONDITIONS OF DEPUTATION (PUNJAB GOVERNMENT) — In supersession of all previous policy instructions on the subject, the standard terms and conditions shall be made applicable in case of officers / officials working on deputation against the post under Autonomous Bodies of the Punjab irrespective of the fact whether the deputation is a Federal or a Provincial Government’s employee. Deputation Allowance @ 20% of the Basic pay of deputation. A civil servant on deputation who is due to retire from Government service either on completion of 26 years qualifying service or attaining the age of superannuation may draw the encashment of LPR from the Borrowing Organization, if he continues to work during the entire period of his LPR / last year of his service, without repatriation of his services.

CONTRACT APPOINTMENT POLICY, 2004 (PUNJAB GOVERNMENT) — The Government has now generally shifted from regular mode of appointment to the contract mode, in view of the changing management practices and to achieve the goals of good governance in public sector departments/organizations. Despite this major shift in policy, no legal/policy framework, governing various aspects of contract appointment, is available except the general guidelines issued by Finance Department regarding terms and conditions of contract appointment. As a result, a number of confusions keep arising, especially with respect to the contract appointments of persons who are already working on regular basis in the Government sector.

PROMOTION POLICY – 2010 (PUNJAB GOVERNMENT) — The word promotion as defined in the Punjab Civil Servants Act, 1974 means appointment of a civil servant to a higher post in the service or cadre to which he belongs. Promotion not only implies advancement to a higher post but also involves shouldering of higher responsibility. Although the Punjab Civil Servants Act, 1974 and the Punjab Civil Servants (Appointment and Conditions of Service) Rules, 1974 provide legal framework for appointment by promotion yet need for a comprehensive promotion policy based on objective assessment of performance of civil servants has been felt for some time. Therefore, it has been decided to frame the following comprehensive policy for promotion of civil servants in the Punjab, to be effective from 01-01-2011.

THE PUNJAB LOCAL FUND AUDIT (LFA) MANUAL — One day, I received an E-mail from the office of the Provincial Directorate, Local Fund Audit, Lahore. When I downloaded the attached file / document, I found that it was Punjab Local Fund Audit Manual. While going through its contents, I was surprised rather shocked that it was a ditto copy of the Revised Edition (1976) of the Office Manual which was printed in 1977 and a very important page containing the names of genius officers of Local Fund Audit Department who helped the then Provincial Director in the preparation of Revised Edition of the Office Manual such as “PREFACE” was missing. Many of my colleagues approached and requested me to update the Office Manual because after it’s printing in 1977, the organizational set up of the Punjab Local Fund Audit Department has entirely changed. Keeping in view that majority of the staff of the Punjab Local Fund Audit Department are not aware of the changes in the organizational set up of the Department, therefore, I for the convenience of such employees, decided at my own to take this responsibility because it is a need of the time to give and incorporate all the changes and amendments made by the Government of the Punjab from 1976 to 2016. On the basis of my experience in the Provincial Headquarter, I have been able to update the Office Manual by incorporating almost all the changes. It would not be out of place to mention here that I have composed and typed all the pages myself.
