PENSION GUIDEBOOK (PREPARED BY CH. MUHAMMAD IMTIAZ) — This booklet is the product of the questions that have been put to me over the years regarding pension and related matters. Score of employees belonging to different departments / organizations where service is pensionable as well as living in the territorial surroundings of my residence come to me and ask almost similar questions about pension / commutation / encashment in lieu of Leave Preparatory To Retirement (LPR) along with additional benefits admissible to an employee on retirement under the rules. In order to surmount these difficulties of the employees, I felt the need to prepare a comprehensive guide book containing the gist of pension rules incorporating the amendments issued by the Punjab Government from time to time, as well as additional benefits admissible to an employee on retirement or the widow / family of a deceased employee / pensioner in case of death during service or after retirement whatever the case may be. Keeping in view that majority of the employees are not aware about the calculation of pension / commutation / encashment I, therefore, for the convenience of such employees, decided to include the formulas for these calculations at the end of this guidebook. This would definitely be helpful for the employees of every cadre and help them considerably to understand the rules and methods used to calculate various benefits.

GRATUITY AND PENSION BENEFITS (AFTER COMPLETING QUALIFYING SERVICE OF 5 YEARS OR MORE BUT LESS THAN 10 YEARS) — ACCORDING TO RULE 4.6(2) OF THE PUNJAB CIVIL SERVICES PENSION RULES, IF A GOVERNMENT SERVANT RETIRES OR IS SELECTED FOR DISCHARGE OWING TO THE ABOLITION OF HIS PERMANENT POST, AFTER COMPLETING QUALIFYING SERVICE OF 5 YEARS OR MORE BUT LESS THAN 10 YEARS, HE MAY BE GRANTED A GRATUITY NOT EXCEEDING ONE MONTH’S PAY FOR EACH YEAR OF QUALIFYING SERVICE. IF THE RETIREMENT IS DUE TO INVALIDATION, OR IF THE GOVERNMENT SERVANT DIES IN SERVICE, THE RATE OF GRATUITY SHALL BE 1 ½ MONTH’S PAY FOR EACH YEAR OF QUALIFYING SERVICE.June 14th, 2021 | 0 Comments
ELIGIBLE FAMILY MEMBERS FOR PAYMENT OF GRATUITY / FAMILY PENSION (PUNJAB GOVERNMENT) — ACCORDING TO RULE 4.7(1) OF THE PUNJAB CIVIL SERVICES PENSION RULES, THE TERM “FAMILY” FOR THE PURPOSE OF PAYMENT OF GRATUITY UNDER THIS SECTION SHALL INCLUDE THE RELATIVES OF THE GOVERNMENT SERVANTS. ACCORDING TO RULE 4.8 (D) OF THE PUNJAB CIVIL SERVICES PENSION RULES, WHEN THE GOVERNMENT SERVANT LEAVES NO FAMILY AND THE WHOLE OR PART OF THE GRATUITY IS NOT COVERED BY A VALID NOMINATION, THE AMOUNT OF GRATUITY SHALL BE PAYABLE TO THE SURVIVING RELATIVES, IF ANY, OF THE GOVERNMENT SERVANT IN EQUAL SHARES. ACCORDING TO RULE 4.10 (1) OF THE PUNJAB CIVIL SERVICES PENSION RULES, “FAMILY” FOR THE PURPOSE OF PAYMENT OF FAMILY PENSION SHALL BE AS DEFINED IN SUB-RULE (1) OF RULE 4.7. CASUAL LEAVE RULES (PUNJAB GOVERNMENT) — A GOVERNMENT SERVANT ON CASUAL LEAVE OR ON QUARANTINE LEAVE IS NOT TREATED AS ABSENT FROM DUTY AND HIS PAY AND ALLOWANCES ARE NOT INTERMITTED, AS SUCH LEAVE IS NOT RECOGNIZED REGULAR LEAVE. CASUAL LEAVE SHOULD NOT ORDINARILY EXCEED 10 DAYS AT A TIME AND 25 DAYS DURING ANY ONE CALENDAR YEAR. THE SANCTIONING AUTHORITY MAY, HOWEVER, GRANT CASUAL LEAVE UP TO 15 DAYS AT A TIME IN SPECIAL CIRCUMSTANCES. CHANGES IN THE RATES OF NET PENSION AND COMMUTATION / GRATUITY (PUNJAB GOVERNMENT) — THE AMOUNT OF PENSION THAT MAY BE GRANTED IS DETERMINED BY LENGTH OF COMPLETED YEARS OF QUALIFYING SERVICE OF A GOVERNMENT SERVANT AS SET FORTH IN RULE 4.4 OF THE PUNJAB CIVIL SERVICES PENSION RULES. AFTER A QUALIFYING SERVICE OF NOT LESS THAN 10 YEARS, FULL SUPERANNUATION, RETIRING, INVALID OR COMPENSATION PENSION MAY BE GRANTED IN ACCORDANCE WITH THE SCALE.February 22nd, 2021 | 0 Comments
RATES OF FAMILY PENSION, MINIMUM FAMILY PENSION AND MINIMUM PENSION (PUNJAB GOVERNMENT) — ACCORDING TO RULE 4.4(1) OF THE PUNJAB CIVIL SERVICES PENSION RULES, NO FULL PENSION (INCLUSIVE OF INCREASES IN AND INDEXATION OF PENSION SANCTIONED FROM TIME TO TIME) SHALL BE LESS THAN RS.300/- PER MONTH AND THE FAMILY PENSION GRANTED UNDER CLAUSES (a) AND (b) OF SUB-RULE (3) OF RULE 4.6 OF THE PUNJAB CIVIL SERVICES PENSION RULES, SHALL NOT BE LESS THAN RS. 150/- PER MONTH WHICH WAS INCREASED BY THE GOVERNMENT OF THE PUNJAB FROM TIME TO TIMESeptember 28th, 2020 | 2 Comments
