THE PUNJAB CIVIL SERVANTS (APPOINTMENT & CONDITIONS OF SERVICE) RULES, 1974 — Appointment to posts shall be made by promotion, transfer or initial recruitment, as may be prescribed by the Government in relation to the posts in a grade from time to time where as a result of retrenchment in, or re-organization of a Government Department / office or an Autonomous or Semi-Autonomous Organization set up by the Government, certain posts or cadres are abolished and Government decides, by a special order, to absorb persons rendered surplus in consequence thereof, such persons may be absorbed against such posts in such manner and on such terms and conditions as may be determined by the Government. The appointment shall be made from among such persons possessing such qualifications and fulfilling such other conditions as may be prescribed by the Government from time to time. THE PUNJAB GENERAL PROVIDENT FUND (GP FUND) RULES, 1978 — They shall come into force at once. All Government servants in permanent, temporary or officiating service (including probationary service) shall be eligible to joining the fund. Provided that a Government servant subscribing to a Contributory Provident Fund shall not be eligible to join this Fund. A Government servant who has completed 2 years’ continuous service shall subscribe to the Fund compulsorily. A Government servant appointed on contract whose contract does not provide for subscription to the Fund may be given the option to join the Fund as compulsory subscriber. A subscriber shall, as soon as may be after joining the Fund, send to the Accounts Officer, a nomination conferring on one or more persons the right to receive the amount that may stand to his credit in the Fund, in the event of his death before that amount has become payable, or having become payable has not been paid. An account shall be prepared in the name of each subscriber and shall show the amount of his subscriptions with interest thereon. THE PUNJAB TRAVELLING ALLOWANCE (TA) RULES — They shall come into force at once. The Traveling Allowance Rules in force in the Punjab immediately before the coming into force of these rules shall stand rescinded. Traveling allowance is granted to a civil servant to cover the expenses which he incurs in traveling in the interest of public service. A civil servant’s claim to traveling allowance shall be regulated by the rules in force at the time the journey in respect of which the claim is made, is undertaken. No bill for traveling allowance other than permanent traveling allowance or conveyance allowance shall be paid, unless it is signed or countersigned by the controlling officer.
