THE BALOCHISTAN GOVERNMENT RULES OF BUSINESS, 2012 — Business means all work done by the Government. Case means a particular matter under consideration and includes all papers relating to it and required to enable the matter to be disposed of, viz correspondence and notes and also, any previous papers on the subject or subjects covered by it or connected with it. Department means a self-contained administrative unit in the Secretariat shown in Column 2 of Schedule II, responsible for the conduct of business of Government in a distinct and specified sphere and declared as such by the Government. No order in respect of the emoluments, promotion or conditions of service of any officer employed in the Finance Department shall be passed and no expenditure proposal relating to that Department sanctioned without prior concurrence of the Services and General Administration Department. The Chief Secretary shall exercise, in respect of such matters, the functions of the Secretary Finance Department.

THE BALOCHISTAN CIVIL SERVANTS ACT, 1974 — It applies to all civil servants wherever they may be. It shall be deemed to have come into force from the 12th March, 1974. Civil Servant means a person who is a member of a civil service of the Province of Balochistan or who holds a civil post in connection with the affairs of the Province. Every civil servant shall hold office during the pleasure of the Government of Balochistan. Every civil servant shall be liable to serve anywhere within or outside the Province of Balochistan in any post under the Federal Government, or any Provincial Government or local authority, or a corporation or body set up or established by any such Government.
