BUDGET CALL CIRCULAR AND THE FINANCE ACT (GOVERNMENT OF KHYBER PAKHTUNKHWA, FINANCE DEPARTMENT) — The Budget Call Circular comprising of guidelines, budget forms & formats, budget calendar and indicative budgetary ceilings to facilitate the Administrative Departments in the preparation of their budget estimates for and revised estimates for under Output Based Budgeting. The Finance Department in its quest for continuous improvement in the budget making process has premised the next year’s budget call circular on the principles of simplicity, standardization, and optimal use of Government Financial Management Information System. This is believed to be of great help in bringing the value for money perspective to annual budgeting. The realization of socio-economic outcomes of the Province largely depends on the aggregate fiscal discipline, strategic and prioritized resource distribution and operational efficiencies. In this backdrop, a shared commitment of all Departments through a unified and results focused approach to next year’s budget is imperative. Hence, it would be much appreciated if top-most priority is accorded to the preparation of budget for in line with the parameters entailed by budget call circular.

POSTING / TRANSFER POLICY OF THE PROVINCIAL GOVERNMENT (KPK) — All the postings / transfers shall be strictly in public interest and shall not be abused misused to victimize the Government servants. All Government servants are prohibited to exert political, Administrative or any other pressures upon the posting / transfer authorities for seeking posting / transfers of their choice and against the public interest. All contract Government employees, appointed against specific posts, cannot be posted against any other post. AUTHORIZED MEDICAL ATTENDANT MEANS A DOCTOR IN A GOVERNMENT HOSPITAL AND INCLUDES PROFESSOR, ASSOCIATE PROFESSOR, ASSISTANT PROFESSOR, SENIOR REGISTRAR, DISTRICT SPECIALIST, SPECIALISTS POSTED IN GOVERNMENT HOSPITALS OR ANY OTHER SPECIALIST IN GOVERNMENT HOSPITAL, CHIEF MEDICAL OFFICER (CMO), PRINCIPAL MEDICAL OFFICER (PMO), SENIOR MEDICAL OFFICER (SMO), MEDICAL OFFICER (MO), DENTAL SURGEON AND CASUALTY MEDICAL OFFICER. CIVIL SERVANT MEANS A CIVIL SERVANT AS DEFINED IN THE KHYBER PAKHTUNKHWA CIVIL SERVANT ACT, 1973. PATIENT MEANS A CIVIL SERVANT AND HIS FAMILY MEMBER, WHO HAS FALLEN ILL OR NEED PROMOTIVE, PREVENTIVE, CURATIVE OR REHABILITATIVE CARE. POLICY FOR DECLARING GOVERNMENT SERVANT AS SURPLUS AND THEIR SUBSEQUENT ABSORPTION / ADJUSTMENT — The Finance Department in consultation with Department concerned and with the approval of competent authority would decide with regard to the declaration of a particular organization, set up or individual post as redundant or inessential. There will be a surplus pools cell in the E&AD. After abolition of such posts in the concerned department, duly notified by the Finance Department, equal number of posts in the corresponding basic pay scales would be created in the E&AD for the purpose of drawl of pay and allowances etc. by the employees declared surplus as such. Consequent upon the abolition of a post in a particular cadre of a department, the junior most employee in that cadre would be declared as surplus. Such posts should be abolished in the respective departments and created in the surplus pool as indicated in para 2 above for the purpose of drawl of pay and allowances and also for consideration for subsequent adjustment.July 7th, 2020 | 0 Comments
THE NORTH-WEST FRONTIER PROVINCE GOVERNMENT RULES OF BUSINESS, 1985 — They shall come into force at once. Business means all work done by Government. Case means a particular matter under consideration and includes all papers relating to it and required to enable the matter to be disposed of, viz: correspondence and notes and also any previous papers on the subject or subjects covered by it or connected with it. Department means a self-contained administrative unit in the Secretariat responsible for the conduct of business of Government in a distinct and specified sphere, and declared as such by the Government. The business of Government shall be distributed amongst several Departments in the manner indicated in Schedule-II.
